Motorcycle Helmet Act

Remember my brother who had a motorcycle accident last year? He just bought a motorcycle. Grrr!

It was March last year when my brother, together with a friend and cousin as back riders, had a motorcycle crash. They hit a man who crossed the highway from nowhere. Thank God that the man didn’t suffer from any fatal injuries and is alive. My brother however, was unconscious for almost ten minutes, had bruises everywhere in his body and lost his four front teeth because he was not wearing a helmet. Now that he has fully recovered, alive and kicking, he bought a motorcycle. He even asked me with a devilish smile if I want to back ride. “Thanks but no thanks.” I prefer to walk than ride with him while snaking through narrow paths and along the highway.

It looks like my youngest brother hasn’t learned his lessons yet. He is so stubborn but since we can’t do anything about it because he is old enough and used his own money in buying the motorcycle, I just asked him to buy Shoei Qwest and educate him about the Republic Act No. 10054 also known as the Motorcycle Helmet Act.

Republic Act No. 10054 – Motorcycle Helmet Act

•All motorcycle riders, including drivers and back riders, are required to wear standard protective motorcycle helmets at all times while driving, whether long or short drives, in any type of road and highway. Standard protective motorcycle helmets are appropriate types of helmets for motorcycle riders that comply with the specifications issued by the Department of Trade and Industry (DTI).

•Any person caught not wearing the standard protective motorcycle helmet will be punished with a fine of P1,500.00 for the first offense, P3,000.00 for the second offense, P5,000.00 for the third offense, and P10,000.00 plus confiscation of the driver’s license for the fourth and succeeding offenses.

•Tricycle drivers are exempted from complying with the mandatory wearing of motorcycle helmets.

•Every seller and/or dealer should make available, every time a new motorcycle unit is purchased, a new motorcycle helmet that bears the Philippine Standard (PS) mark or Import Commodity Clearance (ICC) of the Bureau of Product Standards (BPS) and complies with the standards set by the BPS, which the purchaser may buy at his option. Any seller and/or dealer who violates this requirement will be punished with a fine of not less than P10,000.00 but not more than P20,000.00.

•All manufacturers and importers of standard protective motorcycle helmets are required to secure a PS license or ICC prior to the sale and distribution of their products. Upon the effectivity of R.A. 10054, only those standard protective motorcycle helmets bearing the PS or ICC mark shall be sold in the market.

•The DTI, through the BPS, shall conduct a mandatory testing of all manufactured and imported motorcycle helmets in the Philippines. The BPS shall periodically issue a list of motorcycle helmet manufacturers and importers and the brands which pass the standards of the BPS, to be published in a newspaper of general circulation or in its website.

•Any person who uses, sells and distributes substandard motorcycle helmets or those which do not bear the PS mark or the ICC certificate will be punished with a fine of not less than P3,000.00 for the first offense, and P5,000.00 for the second offense, without prejudice to other penalties under Republic Act No. 7394 or the “Consumer Act of the Philippines.”

•Tampering, alteration, forgery and imitation of the PS mark and the ICC certificates in the helmets will be punished with a fine of not less than P10,000.00 but not more than P20,000.00, without prejudice to other penalties imposed in Republic Act No. 7394 or the “Consumer Act of the Philippines.”

Decade of Action for Road Safety

After two long months of summer vacation million of students from primary to tertiary levels returned to school yesterday. As expected, the opening of classes coupled with heavy downpour caused traffic jams in most cities in National Capital Region (NCR).  Hubby would be late for sure if he didn’t adjust his time. He hates losing great deal of time because of traffic jam so again, while we were having our dinner yesterday, he expressed how much he wanted to buy a motorcycle. I know how flexible motorcycle is in traffic but I really hate the idea.

May be riding a motorcycle has many advantages but for me safety always comes first. Though hubby promised to buy a motorcycle helmet, still it’s not enough to convince me. Hubby said he would be very responsible. He may be will but how about other motorists and riders who turn into monsters once they hit the roads? I know I am so negative but you can’t blame me. Motorcycle accident in the country occurs on almost daily basis. I see it on the news everyday.

I am glad though that the government continue to launch road safety programs. On May 11 last year, President Benigno Aquino III launched the Decade of Action for Road Safety through a presidential decree.  The Decade of Action for Road Safety 2011-2020 is a United Nations program that was launched in more than 100 countries. The program encouraged the governments around the world to develop national plans for the Decade, as a complement to any current national road safety strategy which may be in place. The global plan aims to halt or reverse the predicted increase in road traffic fatalities around the world through five key areas:

  2. Safer Roads and Mobility
  3. Safer Vehicles
  4. Safer Road Users
  5. Post-crash Response

If  the goals are already met, then may be I can allow hubby to buy a motorcycle.

Our Left-Handed Musician

Almost all kids love music but not all can sing and/or play musical instruments. RJ loves music so much, can sing well and can play not just one but 3 musical instruments. So sorry for bragging but I just can’t help myself from being proud when talking about my daughter’s talents.

I remember when she was a baby, she stops crying when she hears the jingles of TV commercials. When she was about 3 years old, TV commercials catch her interests and she stops playing to pay attention. Until one day she said she wanted to have an organ so we gave it to her as a birthday present on her 4th birthday. She doesn’t have any formal lessons on playing the said instrument but she easily learned by following the chords on the music book.

It was last year when she learned to play the flute. It was one of their lessons in music. I was surprised to hear her playing “Someone Like You” by Adele using her flute. What astonishing is, she plays it just by listening…she plays it without musical notations or notes or whatsoever. So this summer when she said she wanted to learn how to play the guitar, we didn’t have second thoughts and we enrolled her immediately to guitar lessons. It won’t be surprising if one day we will have big Speakers & Studio Monitors here in the house. Lol!

We are so thankful to Ms. Belen, RJ’s teacher in guitar lessons. Hubby and I were afraid that RJ might find it hard to learn the guitar because of her short fingers not to mention she’s left-handed, but Ms. Belen was so patient with RJ. She imparted her enthusiasm in music that inspired and motivated RJ to do her best.

RJ maybe a left-handed musician but she’s good. I am not musically inclined so I am glad that my daughter is. Encouraging and supporting her does not only give her worthwhile extra-curricular activities but also extra-curricular happiness.

Sound from a Slice of Wood

Every morning, I am listening to a collection of instrumental acoustic guitar music. It invokes romance that makes my heart sing thus a start of a very bright day for me. May be this is the reason why my brothers  prefer acoustic guitar than the electric ones. Acoustic guitar has the incomparable sound of a slice of wood that stirs the soul.

Wood is what responsible for the tone of acoustic guitars. The tone however, varies to the choice of wood.
